Abstract

Corruption is a complex and multifactorial phenomenon that, through various tactics, ends up infiltrating the Public Administration and eroding citizens' trust in it and the overall public service. Sometimes, this is achieved through silent tactics that take advantage of a principled-lacking citizenship and public employees who tolerate what may benefit them at some point. Through this research, we will attempt to analyze the characteristics of the phenomenon, the responses that have been taken in this matter, and ultimately explain one of the multiple factors that can put an end to corruption: the whistleblower's disclosure. Thanks to this disclosure, numerous irregularities committed within the public sector can be exposed. However, for it to occur, similar to the commission of a crime, a series of factors must align to favor it. In the specific case of the Valencian Community, we have examined what these influential elements are.
