¿Están las ciudades españolas adaptándose al cambio climático?

Resumen

Tras el Acuerdo de París y la incorporación de los compromisos nacionales en adaptación, la medición del progreso de esta última forma una importante parte de la agenda internacional en política climática. Mediante la monitorización de la adaptación, instituciones públicas y privadas pueden distribuir y priorizar sus inversiones de forma efectiva, evaluar la consecución de objetivos y desarrollar procesos de aprendizaje. En este artículo revisamos el progreso de la adaptación en 54 ciudades que representan el 17 por 100 de la población española. Hemos identificado once planes de adaptación al cambio climático, relativamente recientes. Hemos evaluado el proceso de planificación, identificando fortalezas, áreas de mejora y oportunidades. Los resultados proporcionan información relevante para procesos locales en estas ciudades, también sirviendo de ejemplo para otras urbes. Igualmente, este análisis puede ser utilizado a escalas superiores para identificar áreas de actuación prioritarias con el fin de cubrir necesidades de financiación o capacitación.
