Laburpena

The restructuring processes to which the European Welfare Systems are been subjected to place the Third Sector on a prominence position. In this sense, the relational and representational procedures established between the Third Sector and the Public Administration play an important role in this debate. The “Gipuzkoan case”, characterized by the approval of a new normative framework and the start up of a co-creation process, exemplifies this tendency and it turns it into a reflection scenario for the improvement of the procedures mentioned previously, as well as for the welfare system as a whole. Based on a participatory methodology, this research aims to investigate the possibility of creating a social dialogue table. Professionals from different spheres, the public administration and the third sector, were invited to participate in the study by taking part in the semi-structured interviews and focus groups conducted. This article presents the main results obtained in the research process carried out. Especial focus has been paid on different elements, which have led the debate, and that concern both, the third sector and the public administration, considering the possibility of creating a new area for representation.
