Las “causas profundas” del desplazamiento forzado y la prevención de conflictosuna aproximación a la guerra de Siria

Resumen

En virtud del Pacto Mundial sobre Refugiados, aprobado el 17 de diciembre de 2018, los Estados firmantes asumen el compromiso de abordar “las causas profundas de los desplazamientos forzados”. Ahora bien, este término es política y jurídicamente impreciso. Únicamente si se le dota de un contenido real podremos afirmar que más allá de la mera retórica, nos hallamos ante un reto terminológico y sustantivo. El artículo parte de la premisa de que una de las causas profundas de los desplazamientos forzados es el conflicto armado. Por tanto, abordar dichas causas requiere que los Estados examinen las raíces de los conflictos y los modos de prevenirlos. Sin embargo, esto no es lo que ocurre en la práctica. Las resoluciones adoptadas por el Consejo de Seguridad en el marco de la guerra siria apenas se refieren al impacto del conflicto en el desplazamiento de la población. El estudio analiza críticamente esta omisión, así como la consideración de la evacuación forzada como crimen de guerra, fundada sobre una débil base jurídica por la Comisión Internacional Independiente de Investigación sobre la República Árabe Siria, nombrada por el Consejo de Derechos Humanos.
