Abstract

This article analyses the impact of the draft of the National Integrated Energy and Climate Plan (PNIEC) 2021-2030 of Spain, whose main objective is to reduce greenhouse gas emissions by 23% compared to 1990. The study uses several models (DENIO and FASTT-TM5) to address impacts in an integrated and multidisciplinary way. The results obtained show that PNIEC would mobilize 241 billion euros, of which 80% would come from private financing. The PNIEC measures would reduce the imports of fossil fuels by 67 billion euros, which will be replaced by local renewable energies, and would generate a GDP increase of 1.8% in 2030 and new net employment between 253,000 and 348,000 jobs/year. The reduction of GHGs, is associated with a significant reduction of emissions of air pollutants that cause damage to health (such as SO2, NOX or PM2.5), which would mean a reduction of 27% of premature deaths. A robust conclusion of this work, similar to that of other recent studies (OECD, 2017; Comisión Europea, 2018; FUNSEAM, 2018 or IRENA, 2019), reveals that solutions for the climate crisis are not only urgent and necessary, but also present an opportunity, especially if they are well developed for countries that are net importers of fossil fuels and have renewable resources
