La cooperativa de vivienda de cesión de uso. Reforma legislativa y políticas públicas en Euskadi

Abstract

The housing law of 2015 and the draft law of cooperatives in Euskadi have influenced the development of a type of housing cooperative, which, although mentioned in the current law, has had little impact on practice. The apartments remain in the hands of the cooperative, so that the partners are granted a right to use them for an indefinite period of time. The users pay a monthly fee that not only includes part of the redemption of the developer credit. It also serves to cover maintenance costs and refurbishment of the building, as well as those finally generated by the use of common areas or services. The Basque legislator has thus taken an important step towards a change in the existing housing cooperative model. It will be necessary that public policies make attractive the bet for this model that seeks to move housing away from speculation.
