Abstract
The article proposes a critical revision of urban expansion plan that was launched in Bilbao throughout the last quarter of 19th century, its doubtful progress and effectiveness in addressing housing shortages and health suffered by the Village. The study of the historical record leads to a critical reading of the success of the proposal and shows the positions that were resistant to imposed.
