Abstract
The widespread use of digital systems in the administration is quite possibly the biggest change introduced in the last years in the Spanish Public Administration. It is a change vector among the Administrations of EU member states, which goes hand in hand with other reforms such as promoting transparency in public administration. In this paper we will try to establish how the digital transformation in the public service has affected the exercise of the right to information of public servants representatives. We find an example of this in the new Laws of Administrative Procedure or in the Act of Legal Regulation of the Public Sector, as well as the so called Transparency Law; and in particular, the measures contemplated in the recent legislation on personal data protection. This paper seeks to determine the type of conflicts that may arise and the limits that this digital process represents to the exercise of collective rights by public servants representatives.
