La gestión de los residuos sólidos urbanosuna revisión de los elementos clave de un problema ambiental y un debate persistente

Resumen

Orain dela hamabi urtetik gora, Gipuzkoa HHSen kudeaketari buruzko eztabaida bat igarotzen ari da. 2002an HHSri buruzko lehenengo arloko plana onartu zenez geroztik, politiko eta hiritar mailan izandako desadostasun eta konfrontazioen ondorioz plan horretan aurreikusitako ekintza ezta azpiegiturarik ez dira abiarazi. Konfliktoaren oinarria planean aurreikusitako hondakinen energiaren berreskuratzeko erraustegian kokatzen da; sektore batzuen ustez irtenbide hoberena dena eta beste batzuen ustetan ez beharrezkoa eta kaltegarria ingurumen eta osasun-publikoaren ikuspegitik. Gipuzkoako arazoa debate orokorrago baten barne kokatzen da, konplejotasun eta inplikazio adigarriarekin non ondakinen kudeaketaren eredu egokiak eztabaidatzen diren. Testuinguru honetan, artikulu honek gaiari buruzko errebisio bibliografikoa aurkezten du helburu hauekin: 1.) zientziatik datozen proposamen eta planteamenduen eta Europar hondakin politikak ezartzen dituen planteamenduen artean dagoen adostasun maila egiaztatzea eta 2.) Hiriko hondakin solidoei buruzko eztabaidaren oinarrizko alderdiaz ikuspegi sintetikoa eta eguneratua izatea. Horretarako hitz-gakoen bitarteko bilaketa bibliografikoa egin dugu ikerketa zientifikoan izen handiko eta gehien erabiltzen diren bi data baseetan (ScienceDirect eta Scopus). Egindako analisiek ikerketa-komunitatean dagoen gaiari buruzko jakin-min gorakorra adierazten dute. Era berean aurkitu ditugu adituak banatzen diren ikuspegi kontrajarriak. Horrek guztiak dagoen eztabaida berbideratzeko beharra azalaratzen du, orain arte gutxitan aintzakotzat hartutako analisirako elementuak gehituz.
