Abstract
In the contemporary period in Spain (until 2001), the University has been submitted to continuous changes in their system law. The impact of the Bolonia Declaration (1999) has been the main reason. This work takes the public agent�s point of view in the moment when the University Law has been under elaboration process. The absence of conflict within university sector in this process is considered an indicator of success. The university is identified as �professional bureaucracy�, and people consultation is proposed as the effective method for improving the public decision quality and popularity. With these factors in mind and by means of the people consultation method (Delphi), it is constructed a global behaviour model of how the University organization faces up law change. Their application on a concrete case (Basque University System Law elaboration and approbation) makes possible to infer general interesting conclusions.
