Zusammenfassung

This paper describes the need to develop the innovative and competitive abilities of the CAE (Autonomous Community of the Basque Country) by increasing the efficiency of interactions among different economic agents. This case gives details of the set interactions in the different ways of governance that are formed based on cooperation and confidence networks. Two experiences of governance are considered and are carried out in two particular cases which, on one hand, the regional networks supported by development agencies and on the other hand, the cluster associations. The authors describe how the new ways of governance developed in these organisations are contributing to the innovative and competitive improvement at a regional level. The existence of two realities with common goals, having relational leaders and understanding the new model of competitiveness are elements that help to have a systemic view oriented to collective action, which is absolutely necessary in a modern society.
