Resumo

The article deals with the analyses of the European experiment at the implantation of the 21 Local Agenda (A21L) in the Occidental European countries since 1992, with double aim, firstly to identify the factors that explain the different grade of dissemination of the processes and secondly to realize a contribution to the theory literature relative to the so called politics webs. The webs theory defends the idea that the broadly connected models must be superior to the ones who are less connected or isolated. But the empirical proofs are scarce and not conclusive. The study concludes on the fact that the politics webs are superior as far as the dissemination of the A21L processes are concerned, but also suggests the fact that they may be wandered in the selection of the tools of the optimum management and thus to limit the evolution towards the tools of superior management.
