Resum
The primary prerequisite to be able to take necessary action to eliminate the known excesses, is to identify the causes for which the fishing resources are badly managed. In reality, however, many of the "optimum" proposals from the theoretical point of view, do not stand up when put into practice. Fishing resources are subject to their own laws of reproduction and growth, and are not always easy to understant empirically. Also, the exploitation of such resources is carried out under great uncertainty. It seems, therofore, correct to abandon ambitious ideas and establish agreements on a few realistic objectives, designing methods which minimise the costs to obtain them, cooperating decisively in the control of suchmeasures.
